Lessons Learned from Season 71

The UAAP is definitely the most popular basketball league in the country. Yet, as we saw this year, it really needs an overhaul. I hope that the UAAP Board begins to see that they have a responsibility to all the stakeholders of every member school.
I decided to write down the suggestions below, based on what transpired this year.
1.Was the officiating this season horrible? Undoubtedly, it was. Two referees were suspended for the season. Calls made during games were overturned the next day. Some games were decided by bad calls and/or non-calls. A number of coaches were called for technical fouls for complaining about calls. Technical calls were made by people other than the referees.
It is about time that the UAAP upgrade its officiating with its own set of referees. The UAAP has the resources and the clout to bring together the best referees in order that they can give the members’ stakeholders the best games possible.
By hiring a referee’s organization such as NABRO, the UAAP is held hostage by the standards and the evaluations of the organization rather than the league’s own standards. This is a recipe for the disaster that we saw this year. It is not difficult to evaluate this year’s officiating. All the UAAP has to do is hire an impartial committee to watch all the games and to submit a recommendation.
2.Remove any semblance of “conflict-of –interest” in the people running the league, patrons of the teams and even those running basketball in the Philippines.
The commissioner was very visible this season. In previous years, the commissioner was mostly in the background. This year however, from the first weekend of games, the commissioner made his presence felt. If this is what the commissioner is supposed to do, then there should be no doubt about any “conflict-of –interest” because no matter what happens, any relationship between the commissioner and his assistants with any of the member schools will always be viewed with pessimism.
If the “no conflict-of-interest” rule is applied, then the commissioner should be appointed to a 3 year term. The appointment should come from the UAAP Board rather the host team. This parochial approach of having the host team appoint the commissioner was acceptable when the league was not as popular as it is today.
By giving the commissioner a 3 year appointment, he/she can then work to standardize the operations of the league. What happens now is that every year, the league is run differently. The UAAP has now become too big to be run with so much inconsistency. It is like running a supermarket with a sari-sari store system.
The best way to start is to publish its rules on a UAAP website. At present, there is nowhere that the rules of the UAAP can easily be accessed.
Lastly, what happened in the last game of the NCAA finals should absolutely never happen in the UAAP. No one has the right to use position, money or power to influence any part of the league, especially officiating.
3.Have a strong and impartial technical committee. This is extremely important because it addresses the issues on officiating, players’ and coaches’ behavior and most importantly addressing issues regarding protests, uniforms, IDs and other matters that have affected the image of the league this year.
The technical committee would also have to make sure that proper documentation on player eligibility be effected. Furthermore, they have to make ascertain that the “student/athletes” have to maintain a grade point average that is set by the board. Lastly, the technical committee will have to address the issue of gambling that has beset the league.
It is important that technical committee be able to operate without fear of any member of the UAAP Board or the Board as a whole. The technical committee should also be led by an impartial head that is not beholden to any member school. Transparency is of the utmost importance.
4.Recruitment is a very critical issue that also has to be addressed. A very strict and transparent system of recruitment needs to be implemented. Rich benefactors should not make one school more attractive than another. Though this will be very hard to control, a system needs to be set in place.
5.Ticket distribution should also be immediately addressed. The UAAP can start by making public the allocation percentages. They can then print on the back of the tickets who received these. This will then show who is distributing the tickets illegally.
Give the tickets to the member schools with the bulk going to the schools that are playing on a given day. Let the schools pay the UAAP directly and have these schools handle the distribution internally.
6.Create an Executive Committee made up of the Heads of each member school. This is being done in the NCAA. The Executive Committee could then oversee the functions of the Board. At present the UAAP Board is accountable to no one. They are composed of representatives from each member schools.
By having an Executive Committee, the benefit of each member will be looked at with more importance placed on what is right rather than what is good. It is important to note that the UAAP member schools benefit immensely from increased enrollment. The more popular the league becomes, it follows that each school will increase its desirability for enrollment.

my great great abuelo’s place in history is not as exalted as rizal’s. the americans consider him a bandit while the historian ato constantino regarded him as a parochial patriot. i guess proof of his greatness (or shortness of it) lies in the number of monuments, plazas, streets, schools etc named after him and there are only a handful.
